Following the tensions encountered in the sector of Defense and Security in Ivory Coast since the post-election crisis, it seemed appropriate to reflect on the issue in order to make a contribution, see a solution.

The Konrad Adenauer Stiftung Foundation (KAS), through its Program for the Dialogue on Security in Sub-Saharan Africa, is examining mediation issues for the Armed Forces. Since the Mediator of the Republic of Côte d'Ivoire has a mandate with general jurisdiction, the mediation issues of the Armed Forces naturally fall within his field of action. Other missions such as the African Coordination of Human Rights for Armies (CADHA) are also interested in working to promote Human Rights and Humanitarian Action in African Armies.

In the face of recent events in Côte d'Ivoire, the KAS, in partnership with the institution of the Mediator of the Republic of Côte d'Ivoire and CADHA, initiated this advocacy workshop to reflect on a mechanism for military mediation in Ivory Coast.

Thanks to a framework of open exchanges and lively sharing of experiences, the participants were able to become familiar with the topics covered. In this respect, the contribution of the military chaplains has been particularly enriching to the debate, opening new avenues for reflection. In view of the quality of the participants and the contributions, the workshop resulted in a draft resolution calling for the establishment of a military mediation mechanism in Côte d'Ivoire. To this end, a working group comprising the Foundation, CADHA, CNDHCI and Ombudsman has been appointed which should meet soon to draw up concrete proposals.
